How do I obtain an initial username/password combination for access?

Access to the Vermont Department of Motor Vehicles Driver Record Search system is restricted to Vermont.gov Subscribers who are exempt under the DPPA only. In order to become a subscriber, or to request access to the Driver Record Search system for your existing subscriber account, please contact the Vermont.gov help desk by email at vt_mvr@nicusa.com.

How do I add additional username/password combinations to my account?

The number of username/password combinations allowed is based on the Vermont.gov Subscriber Agreement. In order to request additional username/password combinations after the initial set-up of your subscriber account, please contact the Vermont.gov help desk by email at vt_mvr@nicusa.com.

What search methodologies and technologies are available?

Two methodologies are available for the retrieval of Vermont Driver Records:

Methodology 1: A simple get string query can be done using the URL https://secure.vermont.gov/cgi-bin/DMV/vtmvr/vtmvr.pl?pid=XXXXXXXX where 'XXXXXXXX' is replaced by the Vermont PID being queried. This method is intended for automated processes and computer-to-computer communications as oppose to human-based searches. Authentication of your account is required using a standard web-based username-password login. If no username and password is supplied, you will be prompted to enter them.

Methodology 2: A web front-end form is available at https://secure.vermont.gov/DMV/mvr/subscriber/. This web front-end does error checking for proper format on the input being entered and is intended for one-at-a-time searches performed in an easy to use human readable format. This method also requires authentication of your account. If no username and password is supplied, you will be prompted to enter them.

Both methodologies return the same result over the https protocol using standard https headers with a content type of text/ascii.

What are the available search parameters to obtain a driver record?

The only available search parameter to obtain a Vermont Driver Record is the Vermont Personal Identification Number (PID). This number is identical to the Driver License Number. The Vermont PID is either an 8 digit number or a seven digit number followed by the character 'A'. When searching for PIDs that end with the character 'A' the capitalization of the character does not matter.

What format will the resultant driver record by in?

Resultant driver records are returned in the Vermont Department of Motor Vehicles "Print" format. This format is intended to be human readable, but easy for automated parsing. An image of a sample record in the "Print" format appears below:

What are the possible error codes that may be returned, and how do I resolve the error?

System errors are returned in a similar format as the Vermont Department of Motor Vehicles "Print" format. An image of a sample error code return appears below:

The possible error codes are as follows:

  • MVR.PID/XXXXXXXX PID ENTERED IS NOT VALID - This message means that the information you entered does not match any information on file with the Department of Motor Vehicles. Please check the information you have entered and try again.
  • NOT AUTHORIZED - This message means that your account has temporarily been disabled from being able to search the driver record database. Please contact the Vermont.gov help desk at vt_mvr@nicusa.com.
  • NO PID ENTERED - This message means that no Vermont PID/Driver's License Number was submitted to the search system. The Human data entry web frontend checks for this error prior to submission. If you do see this error, reenter the PID and try again.
  • UNABLE TO CONNECT TO DRIVER RECORD SYSTEM - This message means that a technical error has occured while connecting to the driver record database. Please wait 10-15 minutes and try your query again. If the problem persists, contact the Vermont.gov help desk at vt_mvr@nicusa.com.

Is there a key to the various terms and codes used in a driver record?

The Vermont Department of Motor Vehicles provides an online reference to Driving Violations and Codes that appear on a driver record at http://dmv.vermont.gov/safety/violations/codes. This includes references to both Vermont codes and ACD (AAMVAnet Code Dictionary) codes that appear on a Vermont driver record.

The Vermont Department of Motor Vehicles also definitions for the sections that appear on a driver record including "suspension", "revocation", "recall", etc. These definitions are availabe at http://dmv.vermont.gov/safety/violations/convictions.

Are there any periodic or weekly maintenance times when the system won't be available for searches?

The Vermont Department of Motor Vehicles Driver Record Search system is available 24 hours a day, 7 days a week, 365 days a year. There are no weekly or routine maintenance windows planned.

In the event of planned maintenance that is outside any periodic maintenance windows, how will I be notified?

Any maintenance windows that are planned will be posted as far in advance as possible to the web front-end form available at https://secure.vermont.gov/DMV/mvr/subscriber/. For extended maintenance windows, all affected subscribers will be notified as far in advance as possible via email to the email address supplied on the Vermont.gov Subscriber Agreement from the subscriber.

How will I be paying the fee for each driver record search?

All fees incurred will be billed in accordance with the Vermont.gov Subscriber Agreement. Please refer to the agreement for all questions regarding receipt or payment of invoices and fees.

Am I billed for searches that do not result in a valid driver record found?

Whether you are billed or not depends on the result received. You will be billed based on the following rules:

  • Valid Result/Driver Record Found - You will be billed for this search.
  • MVR.PID/XXXXXXXX PID ENTERED IS NOT VALID - You will be billed the full cost for this search, just as if it returned a valid Driver Record
  • NOT AUTHORIZED - You will NOT be billed for this search.
  • NO PID ENTERED - You will NOT be billed for this search.
  • UNABLE TO CONNECT TO DRIVER RECORD SYSTEM - You will NOT be billed for this search.

Are there any test records that are free of charge?

The Vermont Department of Motor Vehicles provides several Driver Records free of charge for customers to use as test cases to verify that the search system is functioning properly. These test Driver Records can be pulled using the following PIDs:

Is a test system provided that is separate from the live system?

A duplicate system for both methodologies of searching for records is provided free of charge to registered Vermont.gov Subscribers that have access to the Vermont Department of Motor Vehicles Driver Records Search system. Both test systems allow for the search of only the free Driver Records provided by the Department of Motor Vehicles. All other entered PIDs/DLNs will result in a "DRIVING RECORD NOT ON FILE" response.

The test system for the one-at-a-time web front-end form can be accessed at the URL: https://secure.vermont.gov/DMV/mvr/test/.

Both test systems require the use of a valid Vermont.gov Subscriber login username/password combination.

The "Current Month Search Usage" Box isn't updating - - why is this happening?

The "Current Month Search Usage" box only updates when the search form is freshly loaded in the browser window. After doing a search, when the back button is clicked in the browser to do another search, the browser may have cached the search form and does not request an update to the page.

Modern browsers will not cache the search form and the statistics will automatically update when the back button is pressed, however some older browsers may cache the page. In this situation, you may manually refresh the statistics by using the refresh button of the browser or by clicking the "Refresh Usage Statistics" link located at the bottom of the "Current Month Search Usage" box.

How can I logout out of the system?

The safest way to logout of the system is to close the browser window. This is the only way to gurantee that no one will be able to use your credentials to access the system. Please be sure to exit the browser completely when you are finished executing searches.
