| Proposed revisions to the State of Vermont's Special Education Rules, Parts B and C, reflect recent changes in the federal Individuals with Disabilities Education Act (IDEA) rules, which are published in the Code of Federal Regulations (CFR). Principles of federal preemption require state regulations to be consistent with federal regulation. |

| Economic Impact:
| Costs for Part C (children under the age of 3) Child Find screenings will be the joint responsibility of the Local Education Agency (LEA) and regional Children's Integrated Services/Early Intervention Agencies under the Agency of Human Services. Child Find is a mandated process States use to identify, locate and evaluate children with special needs (birth through 22). School districts will continue to act as a primary referral source for children under age 3. |
