Rule Details

Rule Number: 13P006
Title: Rules Governing the Licensing of Educators and the Preparation of Educational Professionals.
Type: Standard
Status: Adopted
Agency: Standards Board for Professional Educators, Vermont
Legal Authority: 16 V.S.A. § 1694(1) and (5)
Summary: The proposed rule revisions support the Vermont Standards Board for Professional Educators'(VSBPE) mission in several ways. Specifically, the VSBPE is: 1. Replacing the Five Standards and 16 Principles with nationally recognized standards for teaching that are reflective of current best practice in the field. 2. Raising standards for Vermont administrators by adopting nationally recognized standards that are research-based, by adopting an internship requirement, and by adopting three pathways to licensure where aspiring administrators demonstrate that they meet the standards. 3. Adapting to current practices in the field by adopting two new endorsement areas; dropping one endorsement area; dropping one temporary license; changing the name of one endorsement; and revising the authorizing statement of four endorsements. 4. Clarifying several components of the program approval process for preparation programs and the licensing process while making technical corrections. 5. Clarifying public disclosure of reprimands.
Persons Affected: Teachers; public and private school administrators and their boards; Vermont students; the Agency of Education; Vermont National Education Association; and attorneys practicing in the area of education.
Economic Impact: The vast majority of rule changes proposed here will have no economic impact. It is unclear what economic impact the rules specific to the two new endorsement areas, and to the internship for aspiring administrators, will have. The new endorsement areas may require educators to complete coursework to qualify for licensure, and the educators themselves will benefit from better preparation. Given the flexibility of the rules, it is difficult to estimate the costs. To aspiring leaders in satisfying the internship requirement (e.g. candidates may complete an internship while employed on a provisional license), there will also be variable costs, as there are now, associated with the different pathways to licensure. The benefit to aspiring leader
