Summary: This bulletin proposes changes to the Reach Up program rules restricting the use of Reach Up cash assistance at liquor stores, casinos and adult-oriented businesses. The Reach Up rules have been revised to state that such transactions are prohibited and the federal definition of electronic benefits transfer transaction has been added to the Reach Up rules. The proposed rule also requires participants to reimburse the department for the amount of assistance used in a prohibited transaction. Obsolete references to the federal prohibition against concurrent receipt of Reach Up and Supplemental Security Income were deleted.
Persons Affected: Families receiving Reach Up financial assistance; the Department for Children and Families, Economic Services Division.
Economic Impact: The department anticipates little to no economic impact from the prohibition agains accessing or using Reach Up benefits at unauthorized locations. States that do not comply with implementing the restrictions at 42 U.S.C. § 608(a)(12) will be subject to up to a five percent penalty of the State's Temporary Assistance for Needy Families (TANF) block grant.
