Summary: This rule proposes changes to clarify the eligibility criteria for temporary housing applicants with a catastrophic need in both the General Assistance and Emergency Assistance programs. The rule defines the time period in which a catastrophic situation must have occurred to within the 12 months preceding application for assistance. The proposed rule changes the requirement that applicants contribute all of their available income toward their emergency need to 50 of gross monthly income. The rule also relaxes the verification criteria under constructive eviction for victims of domestic violence and provides a definition of domestic violence. The rule clarifies other catastrophic eligibility criteria that must be met in for an applicant to be eligible for temporary housing.
Persons Affected: Households applying for General/Emergency Assistance emergency housing assistance; the Department for Children and Families, Economic Services Division; motels serving General/Emergency Assistance clients; shelters and organizations serving homeless populations.
Economic Impact: Because the proposed rule clarifies, rather than changes, eligibility criteria for catastrophic temporary housing assistance, the same population of individuals will continue to be eligible for temporary housing assistance, and therefore, the department anticipates little to no economic impact.
