| Summary:
| Section 25 of Act 58 of 2011 required the Agency of Education, along with other driver education stakeholders, to form a study committee to explore ways of improving the delivery of driver education courses. The Stakeholder Study Committee worked during the Summer and Fall of 2011. The Committee then made recommendations on changes to the current State Board Rules to the Vermont State Board of Education. |

| Economic Impact:
| No new costs are anticipated. In fact allowing schools to charge for driver education under limited circumstances will provide schools with a new revenue source. Students with the ability to pay for driver education will be able to do so while those with limited means will not have to. Under other circumstances, courses will be provided for freee or under a sliding scale to students. The key provision is that there will be equal access for all. No reimbursement from the state (presently $71 per student) shall be made to schools who charge for such courses. Impact would potentially draw from general fund appropriation, Agency of Education, local school districts, taxpayers, public and approved and independent schools. |
