A series of public meetings will be held in January to gather comments on the Vermont Agency of Natural Resources’ Draft Basin 6 Water Quality Management Plan covering the Missisquoi Bay watershed. The public is invited to attend the meetings, hear a presentation on the plan and offer their comments and suggestions.

The Basin 6 basin water quality management plan provides an overview of the health of the basin, a description of the priority future, and ongoing steps to restore and protect its surface waters. With the purpose of improving both water quality and aquatic habitat, this plan presents the recommendations of local watershed residents, stakeholders from varying interests, the Agency of Natural Resources and natural resource professionals from other state and federal agencies to guide protection and improvement efforts in this basin for the next five years. The central component of this water quality management plan is the implementation table, which includes specific actions to address these threats to surface waters in the basin.
Basin 6 includes all the waters in Vermont that flow to the Missiquoi Bay including the Missisquoi, Pike and Rock Rivers. Waters in this basin support many uses including swimming, boating and fishing in its extensive rivers, streams, lakes, ponds, and wetlands. Impairments and threats to these uses include: sedimentation/siltation/turbidity, habitat alterations, nutrients, thermal modifications, flow alterations and metals as well as physical instability and river corridor encroachment.The priority actions in this management plan are to:
• Implement projects to meet the phosphorus reduction targets for Lake Champlain and Lake Carmi, and to meet the bacteria reduction targets for Berry, Godin and Samsonvillle Brooks.
• Investigate the removal of the Swanton Dam.
• Augment stormwater system mapping and address 13 suspected illicit discharges identified in the towns of Enosburg Falls, North Troy, Richford, and Swanton.
• Support stormwater master planning and plan implementation in Swanton, Highgate, Enosburg Village and Falls, and Richford.
• Assist road town foremen with the identification and remediation of erosion from town roads by promoting Better Backroads inventories and projects in Lowell, Albany, Troy, Jay, Westfield, Berkshire, and Highgate.
• Work with towns, VTrans and private landowners to use the existing culvert assessments to identify appropriate replacement size and placement to improve fish passage and the geomorphic stability of the stream.
• Use the Critical Source Area study (Stone Environmental, Inc., 2011) to direct technical and financial agricultural resources to identified critical sources.
• Work with towns to protect river corridors and promote flood resiliency by establishing Fluvial Erosion Hazard zones and buffer zones in local zoning.
• Identify wetlands on agricultural lands for phosphorus retention, and in the river corridor for sediment attenuation, and then prioritize and conserve and/or restore.
• Encourage use of the basin’s rivers and lakes to increase people’s appreciation of the water resources.
• Assist the towns to address specific wastewater treatment infrastructure upgrade needs identified in the Clean Water fund’s forthcoming Needs Survey.
