| The Rule will update and modernize rate and form filing requirements for property and casualty insurers doing business in Vermont. The Rule also clarifies exemptions and the level of detail required of insurers. |

| Adoption of these updated requirements is not expected to impose any significant costs on the Department or other state agencies or local government. Insurers are not expected to incur any additional costs in light of the consistency of this regulation with those implemented in other states. |
