Summary: The Agency is proposing amendments to its low emission vehicle (LEV) rules, which incorporate by reference California's motor vehicle emission standard regulations. Vermont first adopted California's vehicle emission standards in 1996, and the Agency periodically amends its LEV rules to remain consistent with California's emission standards. The proposed amendments to Vermont's LEV rules would adopt the next generation of motor vehicle emission standards for criteria pollutants for 2015-2025 model years and greenhouse gases for 2017-2025 model years; revised Zero Emission Vehicle (ZEV) requirements; improved vehicle labeling requirements; and amendments to the existing greenhouse gas standards for passenger vehicles. The Agency is also proposing some minor adminsitrative changes to update and clarify its LEV rules.

Economic Impact: While consumers of light-duty vehicles will pay incrementally higher prices for 2017-2025 model year vehicles, reduced operating costs, largely from reduced fuel consumption, are expected to greatly outweigh any increase in vehicle price over the life of the vehicle. Because consumers will likely spend some of their savings on other consumer products and services, many Vermont businesses will benefit from the proposed rule. In addition, the proposed rule is likely to benefit companies specializing in electric vehicles and charging equipment. On the other hand, gas tax revenues and businesses in the gasoline distribution sector will likely be impacted by more fuel efficient vehicles.
