| Summary:
| Based on guidance provided by the Department of the Interior, and input from public meetings held August 7 & 8, 2012, this rule establishes
migratory game bird hunting seasons in Vermont. Seasons included are duck, coot, merganser, resident Canada goose, migratory Canada goose, snow goose, brant, youth waterfowl hunting days, webless migratory game birds (woodcock and snipe),
and falconry. Zones established previously in 2011 by permanent rule are the Lake Champlain Zone, the Interior Vermont Zone, and the Connecticut River
Zone. |
| Persons Affected:
| Adoption of these rules provides for migratory game bird hunting seasons, In order for the seasons and bag limits to conform with the federal regulations, and to avoid no seasons or shortened seasons, the rules are adopted as Emergency Rules. Pursuant to 10 V.S.A. § 4082(b), the General
Assembly has provided that "The board may annually adopt temporary rules relating to the management of migrating game birds, and shall follow the procedures for rulemaking contained in chapter 25 of Title 3 to the extent reasonably possible." |
| Economic Impact:
| Income to the State form waterfowl stamp sales is $25,000.00. Cost of printing stamps and syllabus is $5,000.00. The Vermont economy is positively impacted by 3000 waterfowl hunters and 1500 woodcock hunters spending approximately $600,000.00 annually. |
