Summary: The proposed amendment to the Vermont Department of Health Immunizations Regulations is intended to conform to Act 157. The amendments include incorporating new provisions relating to a requirement that parents who wish to exempt their children from state required immunizations sign a statement indicating they have reviewed and understand evidence-based educational material provided by the Department of Health regarding immunizations, including information about the risks of adverse reactions to immunization. In addition, the proposed amendment in keeping with Act 157, will require schools and child care facilities to produce an annual report describing immunization status of students.
Persons Affected: Parents and guardians of children attending Vermont child care facilities and schools, health care providers who administer childhood immunizations, school nurses, child care facilities or family day care homes licensed or registered under Chapter 35 of Title 33, the Vermont Department of Health, the Vermont Department for Children and Families, the Vermont Department of Education.
Economic Impact: The proposed amendments to the rule incorporate provisions of Act 157 and do not have an economic impact beyond the impact of the new provisions in that law. The economic impact of the new provisions will be minimal. The Vermont Department of Health will require staff time to develop and keep educational materials current, and assist schools with new reporting requirements. New reporting requirements for child care facilities and schools may require an increase in their school nurse / staff time.
