| Summary: | The Vermont Human Rights Commission's Rule has not been updated since 1999. The amended Rule provides substantive guidance on interpretations of the Vermont Fair Housing and Public Accommodations Act (VFHPAA)including interpretations based on caselaw and regulations interpreting the American's with Disabilities Act (ADA) and the federal Fair Housing Act as well as changes to school harassment laws. Additionally, the new Rule provides a clearer understanding of the procedural guidelines applicable to investigations and Commissioner review of discrimination charges. |
| Persons Affected: | Depending on the type of complaint, the Vermont Human Rights Commission (VHRC)has authority to investigate complaints of discrimination in housing, public accommodations, and state government employment based on race, color, creed, national origin, sex, sexual orientation, gender identity, disability, marital status, age, receipt of public assistance, having minor children, ancestry, place of birth, credit history, and workers compensation. Any person in a protected category is affected by the Rule.
