| Summary:
| This rule establishes minimum requirements for qualified and authorized office-based physicians to prescribe, and in limited circumstances, dispense buprenorphine to individuals requiring and seeking treatment for opioid dependence. The rule also establishes Vermont-specific requirements for Opioid Treatment Programs that are in addition to the regulatory requirements of 42 CFR, Part 8. This rule will enable expanded capacity for treatment of opioid dependence. It amends a current rule and is a complete strike-out. |

| Economic Impact:
| With expanded treatment capacity for individuals dependent upon opioids, Vermont is expected to see a decrease in costs associated with individuals who need medical treatment for opioid drug overdoses. |
