Summary: VPharm assists eligible persons pay for prescription medicines. The proposed change will permit the Agency of Human Services (AHS) to conduct rolling renewals for VPharm beneficiaries instead of renewing all beneficiaries in June of each year as the rule currently requires. The proposed rule will also change VPharm eligibility by requiring the AHS terminate VPharm assistance when a person become ineligible for VPharm, including due to income.
Persons Affected: The Agency of Human Services, including the Department of Vermont Health Access (DVHA) and Department for Children and Families (DCF), current and future beneficiaries of the VPharm program, pharmacies, and advocacy and community-based organizations working with VPharm beneficiaries.
Economic Impact: It is estimated that implementation of these changes will cost the State of Vermont $50,000.00. If these changes are implemented, they are projected to save the State of Vermont an estimated $364,083.00 in FY 2017.
