| Summary:
| The rule implements changes to the General Assistance Program. The emergency rule would change the Department's method of determining payment for burials by limiting the payment to a maximum of $1,100. This maximum would be reduced by available resources of the deceased or the deceased's spouse. Family, friends, or other individuals could pay for additional services not paid for by the department with no impact on the department's payment amount. |

| Economic Impact:
| In SFY 2010 the department's expenditures for 469 burials were $720,907. Estimated savings for SFY 2011 based on the changes in this rule are $150,000. The economic impact on funeral directors and the public will be mitigated by the rule providing that only the resources of the deceased and surviving spouse will count toward eligibility for the $1,100 maximum burial payment. Other individuals may contribute toward expenses not paid by the department, the deceased or surviving spouse without a negative impact on the department's payment. |
