| Summary:
| These rules are intended to protect public health and the environment by establishing standards for the design, installation, operation and maintenance, monitoring and closure of aboveground storage tanks, or ASTS. The rules cover emergency and cleanup measures that must be undertaken when there is a leak from an AST, registration requirements, design and installation standards, and operating and closure requirements for aboveground storage tanks. |

| Economic Impact:
| Bulk tanks are subject to federal regulations, and all ASTs at such facilities should already be in compliance with the standards in the proposed rule. Registration requires less than five minutes per tank. Therefore, minimal economic impact is expected for ASTs at bulk facilities that operate in compliance with Spill Prevention Control and Countermeasure (SPCC) requirements and recommended industry practices. Many building contractors install AST systems in conformance with the standards contained in the rule. Those contractors who do not currently install AST systems in conformance with the standards may see additional costs of $200 - 300 installing a new oil tank at a home.
