Summary: The changes to this rule focus on meeting new federal requirements for protecting public drinking water quality. The major purpose of the rule revision is to adopt and incorporate by reference federal drinking water regulations promulgated after the last Water Supply Rule Revision dated April 25, 2005, add language regarding geothermal heating systems, and make minor revisions to the rule. The new federal rules requiring adoption include the: January 4, 2006 Stage 2 Disinfectants & Disinfection Byproducts Rule (D/DBPR); January 5, 2006 Long Term 2 Enhanced Surface Water Treatment Rule (LT2ESWTR); October 10, 2007 Lead and Copper Short-Term Regulatory Revisions and Clarifications; and the November 8, 2009 Ground Water Rule.
Persons Affected: Public water system personnel and operators, customers of public water supplies, consultants, Department of Health, laboratories conducting drinking water analysis, and the EPA.
Economic Impact: The economic impact varies depending upon the type of water system and its components, therefore the economic impact could be nothing to very significant on a water system. The Ground Water rule has no impact on surface water systems and transient non-community water systems are not affected by the Stage 2 D/DBPR. The highest costs are associated with capital improvements for the Stage 2 D/DBPR. The Agency knows that as many as 20 water systems in the state will need to provide additional treatment to comply with the Stage 2 D/DBPR. The present day worth for the annualized cost for disinfection treatment over 20 years ranges from $5.6M - $118.6M depending upon the treatment used.
