Rule Number: 19P025
Title: 2018 Vermont Plumbing Rules
Type: Standard
Status: Adopted
Agency: Plumbers' Examination Board
Legal Authority: 26 V.S.A. ยง 2173(a)
Summary: The primary focus of this rule is to update the Vermont Adoption of the International Plumbing Code from the 2015 to the 2018 edition. The rules also allow more current methods and materials to be utilized. Rules are amended to clarify intent and answer frequently asked questions.
Persons Affected: Licensed plumbers, consulting engineers, the City of Burlington, the Department of health, the Agency of natural Resources, the Department of Buildings & General Services, Vermont Fuel Dealers Association, Vermont Homebuilders & Remodelers Association, Office of the Attorney General, Plumbers & Pipefitters Local 693, International Code council (ICC), building Safety Association of Vermont, Agency of Commerce & Community Development, Department of Labor (State Apprenticeship Council), Vermont Technical college (Technology Extension Division ), American Institute of Architects, American Society of Heating, Refrigerating & Air Conditioning Engineers, American council of Engineering Consultants, Division of Historic Preservation, Vermont Bar Association, Vermont Bankers Association, Association of Vermont Credit Unions, Vermont Association of Realtors, home owners and commercial building owners.
Economic Impact: Updating the plumbing code may provide some alternatives that could save costs from previous code edition. There will be a cost increase for new "Restroom" signs for gender-free single user lock-out bathrooms in existing buildings only. there is no additional cost for these signs in new building as bathroom signage costs have always been included in the total construction costs. There is a cost savings to military veterans for Vermont's Plumbing Apprenticeship Course, the required course books and licensing examination. These costs are more clearly defined in the Economic Impact Analysis.
