| Summary:
| Adding these substances to the regulated drugs rule makes their sale, manufacture, possession, and use illegal in Vermont except if appropriate certifications were issued by the State under the regulated drugs statute at 18 V.S.A. Ch. 84. Since these substances have no legitimate use it is unlikely such certifications will be issued. |

| Vermont Department of Health (VDH) including Alcohol and Drug Abuse Programs (ADAP) and the Medical Practice Board, the State Board of Health, The Board of Pharmacy, the Department of Public Safety, other law enforcement agencies, Attorney General's Office, State's Attorneys, the defense bar, the judiciary, mental and behavioral health providers, hospital emergency departments and smoke/head shops, online drug paraphernalia retailers. |
| Economic Impact:
| It is not anticipated that the placement of these substances on Vermont's list of regulated drugs will have a significant impact on Vermont's economy. currently these substances are sold by drug paraphernalia shops in stores and on the internet. If Vermont bans these substances for sale to the public, the retailers would need to remove these products. |
