| Summary:
| These Emergency Rules allow an individual to satisfy the "personal appearance" requirement for the performance of notarial acts by appearing through communication technology using specific protocols and standards. They also allow notarization of electronic records by notaries public holding a special commission endorsement. |

| These Emergency Rules have allowed notarial acts to continue in the face of a public health crisis and have facilitated the continuance of essential transactions and commerce. Adopting these revised Emergency Rules will continue to facilitate and protect our economy and the public health and permit the needed modernization of notarial services in Vermont by allowing notaries public to begin providing notary services for electronic records. |
